Q: Is the Underserved Counties Budget a separate budget?

A: No. The Underserved Counties budget is included in the Total Program Budget.

Q: Are light switch and receptacle cover gaskets still eligible as part of the infiltration measure?

A: Yes. They are still eligible measures, although they are not included in the prescriptive requirements.

Q: Can you further describe what is meant by a 10-year measure life, as applicable to infiltration measures?

A: Any measure that would not have a 10-year life expectancy once installed would be ineligible. Examples are those measures that the home owner may remove (attic access) and use of materials that are porous or non-rigid (foam applied over a wall penetration). Caulking an attic access would not be considered a ten-year life, since the home owner may have to break the seal to gain access to the attic. In this case, clear V-strip could be installed on the attic side of the trim board. It should stick to the trim well, and the attic entry cover would have to be heavy enough to compress it flat against the trim. As with all measures, proper installation (clean surface, for example) is imperative for the measure to have the required life expectancy.

Q: If a residence has both electric heat and gas heat, how should it be entered?

A: You may handle this situation two ways: 1) contact the AEP Program manager to inform them of the situation; or 2) enter the heating type for the largest square footage space, clearly note on the installation page, and advise AEP of the situation. Prior notice to AEP is better than no notification and AEP discovering the discrepancy upon inspection.

Q: What if a Project Sponsor fails to request pre-approval on multi-family installations?

A: AEP will not consider payment of installations when pre-approval has not been granted prior to installation.

Q: What if a Project Sponsor did not submit the required work schedule for multi-family projects seven (7) days prior to installation?

A: AEP will not consider payment of installed measures when a work schedule has not been submitted prior to installation.

Q: What if a Project Sponsor failed to submit the required a) property description of the duct system and b) method used to qualify the ducts, prior to installing duct efficiency measures for multi-family projects?

A: AEP will not consider payment of installed measures when the property description or the method of testing has not been provided prior to installation.

Q. How does a project sponsor determine if a customer is eligible to participate in the SOP?

A: The project sponsor should verify with the property owner (customer) that they are an electric distribution service customer of one of the AEP utility companies. Additionally, eligible customers are those who have not participated in a previous year's program for the same measures. This determination is made when the project sponsor adds the proposed customer and measures into the database, using the ESI ID. The ESID number can be found on the electric utility bill. The first 9 digits identify the AEP company:
